Is a renewable electricity standard really back from the dead?

by Randy Rieland. Now that climate and energy legislation in the Senate has shriveled to a husk, the chance that maybe, just maybe, a renewable electricity standard (RES) could be added to the bill is raising last-minute hopes that all is not lost.
